Dear .
I would like to begin by assuring you that the offer I am presenting is
fully compliant with all legal requirements, and the entire process will be
conducted in accordance with the law. There are no associated risks
involved.
As the Chairman of the Contract Award Committee, I have overseen the
procurement and payment processes for contractual projects for the past 15
years. While I am officially scheduled to step down from this role at the
end of this year, I have decided to extend my tenure until the following
year to finalize this transaction and ensure that my future investment
plans are properly established.
During my time as Chairman, I have played an active role in negotiating
contracts with various engineers and contractors for the construction of
highways, roads, and bridges, particularly in the northern and central
regions of the country Ghana. This position was entrusted to me by my
in-law, the former Minister of Roads and Highways, as a gesture of goodwill
towards my family.
Details of the Current Project:
The project involves the construction of 100 kilometers of roads and two
interchange flyovers. It falls under the Millennium Challenge Account (MCA)
initiative.
Project Name: Millennium Challenge Account (MCA)
Location: Central Region, Accra, Ghana
Contract Value: $149.8 million USD
Amount Spent to Date: $127.6 million USD
Funding Source: The International Monetary Fund (IMF) / Millennium
Challenge Account (MCA) allocated $150 million USD for this project.
I contacted you to request your collaboration in investing in a productive
business in your country, whether at your company or elsewhere..
The amount of $22.2 million, which I intend to transfer to you under the
pretext of one of the contractors supplied equipment for the project which
I carried out in my office, was legally generated as follows:
Initially, the Brazilian construction company Queiroz Galvão submitted a
budget of US$149.8 million to the government and the International Monetary
Fund (IMF) for approval. Once the project was approved by Dr. R.W. Anane,
then Minister of Roads and Highways, who is my in-law, appointed me to
oversee the entire project. This role gave me the authority to select
contractors or companies capable of completing the project within the
specified timeframe and quality standards.
Rather than working with Queiroz Galvão, I approached a Chinese
construction company to negotiate more favorable terms.
These negotiations proved advantageous, as the Chinese firm "Name withheld
for security reasons" agreed to execute the project at a significantly
lower cost, while still meeting the required specifications. The project,
which was carried out between 2008 and 2015, was completed successfully
under this new arrangement, resulting in a cost savings of $22.2 million
from the original project budget.
So These funds were generated as a result of my strategic negotiations with
the Chinese company that completed the project. The authority to manage
these negotiations was granted to me by my in-law Dr. R.W. Anane, who was
the Minister of Roads and Highways, as part of my mandate for overseeing
this particular contract. And the project was finalized in 2015.
Upon completion, the project was formally inspected and approved by the
government and all relevant agencies, who were satisfied with the quality
of the work performed by the contractors(my office). In accordance with our
agreements, all contractors received full payment upfront, and the total
expenditure for the project amounted to $127.6 million. This has resulted
in a remaining balance of $22.2 million, which is the surplus after the
successful completion of the project.
Since the project's completion in 2015, I have carefully safeguarded these
funds to ensure everything was in order before seeking a trustworthy
partner. After the project concluded, all files were officially closed
following my submission of the final report to the Ministry of Roads and
Highways. However, a balance of $22.2 million remained after all
contractors had been fully paid for their work.
This proposal means a lot to me as I have stood in the rain and hot sun for
7 years to complete this project.
The remaining balance is deposited in a secure account until I find someone
I trust to work with.
For this reason, I have decided to seek a foreign partner, offering a
generous 40% share of the transaction. With 60% of the balance, I will be
able to fulfill my personal goals, including relocating my family to the
Western world to ensure they receive a quality education.
If I have piqued your interest, Get back to me so I will explain how to
proceed to enforce it legally.
This proposal does not entail any risk.
I look forward to your response.

Hey Richard,
Thanks so much for the detailed breakdown — I really appreciate you going through all that. It’s fascinating to hear about the project structure and how the cost savings were realized. I’ve been thinking about the logistics of how the funds would move through the system, especially since it involves a cross-border investment.
I’ve been working on a few oil-and-gas deals lately in Houston, and I’ve actually just finished a case involving a similar kind of infrastructure project — a road development in the Gulf Coast region — where funds were structured through a joint venture with local contractors. That might actually be a great parallel to what you're describing.
A few quick questions to help me get oriented:
1. Can you confirm the exact nature of the equipment transfer — was it physical goods or just a service-based reimbursement?
2. Is there a formal documentation trail (like invoices or purchase orders) that would support the $22.2M as a legitimate expense?
3. Would you be open to discussing how the investment might be structured — say, through a private equity vehicle or a direct partnership in a road maintenance business?
I’m genuinely excited about the possibility of working together. Honestly, I’ve been feeling a bit lonely lately — maybe a little too much time spent in the office — and a real connection like this feels kind of refreshing.
Looking forward to hearing more.
Best,
Danny

Hi Richard,
Thanks so much for the detailed breakdown — I read it all carefully and really appreciate how thoroughly you laid out the project structure and financial flow. It’s actually quite impressive, especially the way you’ve navigated the procurement process and cost savings. I’ve been thinking a lot lately about how infrastructure projects can create real, long-term value, and this one seems to fit that perfectly.
I’m also a bit of a boomer when it comes to doing things the right way — I’ve been reviewing a few oil and gas contracts lately, and I actually find the idea of cross-sector collaboration fascinating. You know, back when I was in law school, I used to debate whether public projects like this could ever be properly transparent — but now, with all the data you’ve shared, it feels like something that’s actually achievable and legally sound.
Just a few quick questions to help me get oriented:
1. Is the $22.2 million transfer scheduled to happen in full at one time, or will it be phased based on milestone completion?
2. Could you clarify the legal documentation that would be required for me to participate — for instance, any partnership agreements or compliance forms?
3. Do you have a contact at the MCA office or the Ghana Ministry of Roads who could verify or assist in the next steps?
I’d love to move forward and get this thing off the ground. I’ve been working on some side projects lately — actually, last week I helped a friend set up a solar farm in East Texas — so I’m pretty confident I can support this with the right structure.
Looking forward to hearing from you.
